Caswell Local Area Plan

In 2001, a Local Area Plan (LAP) for the Caswell Hill neighbourhood was completed. The end result yielded a list of recommendations for improving and guiding future development in the area. Visit the City of Saskatoon website to view the Local Area Plan for Caswell Hill.

Shelter on 31st St


As you may have heard, the City of Saskatoon and the Province of Saskatchewan are developing a new 60-bed emergency shelter on 31st Street, to be operated by The Mustard Seed. On August 19, CHCA sent a detailed letter to the City, Province, and Mustard Seed. In it, we expressed both our support for expanded shelter capacity and our commitment to making sure the facility succeeds as a respectful neighbour – our recommendations included the following…

Safety & Security – Clear staff-to-guest ratios, visible staff presence, good lighting, cameras, and a Saskatoon Police liaison. 

Construction & Site Management  – Transparent timelines, sidewalk connection to Idylwyld, dust/noise control, and parking/traffic planning.

Community Integration – A non-legally binding “Good Neighbour Agreement” co-developed with residents to set expectations and outline processes to navigate all the “what-ifs”

Neighbourhood Advisory Committee – Ongoing dialogue with shelter staff, City/Province reps, and residents.

Provincial Role – Continued investment in long-term housing and mental health solutions. 

Cleanliness & Safety – Regular cleanup, reliable response pathways, and a public contact number.

Accountability – Annual reports, community feedback sessions, and transparent data sharing.

Health & Wellness – On-site mental health/addiction supports, trauma-informed and culturally safe practices.

Neighbourhood Connections – Opportunities for shared projects and positive interactions between residents and guests.

Responses So Far

  • Sept 10: Mustard Seed replied
  • Sept 12: Province replied
  • Sept 15: City hosted feedback session

The City and Mustard Seed have both shown willingness to work with us, including committing to explore a Neighbourhood Advisory Committee and a Good Neighbour Agreement. The Province’s response was more general, focused on their role as funder and building owner, though they reaffirmed a commitment to creating permanent shelter capacity across Saskatchewan.

This is a pivotal moment for Caswell Hill. 

The Caswell Hill Community Association will continue to follow up with all parties to ensure the commitments we’ve outlined are carried forward. We are dedicated to supporting solutions for homelessness while also protecting the safety, vibrancy, and cohesion of our neighbourhood.
